Originally created in 1982 by an initative of the Faculty of Political Sciences with the denomination, “Study and Training Centre on the Rights of the Person and of the Peoples,” it was transformed with the signing of Decreto Rettorale (Rector's Decree) No. 1363 on 7 June 2001, in the, "Interdepartmental Centre on Human rights and the rights of Peoples”, and endowed with managerial autonomy.
