The Triennial Programmes, approved by the Regional Council and by proposal of the Regional Government, and the Annual Plans, adopted by the Regional Government, are the two programmatic tools established by Regional Law No. 55/1999, which delineate the objectives, strategic priorities, geographic areas of intervention, criteria for selection of initiatives, and the procedures for granting loans.
The Committee for the cooperation for development contributes to the development of both planning documents. The committee is composed of representatives of local administrations, civil society, the University, entrepreneurships and social parties.
