Opportunità di lavoro presso il Centro di monitoraggio per le persone sfollate (IDMC) del Consiglio norvegese per i rifugiati (NRC) a Ginevra.

Il Centro di monitoraggio per le persone sfollate (Internal Displacement Monitoring Centre - IDMC) del Consiglio norvegese per i rifugiati (NRC), con sede a Ginevra, cerca nuovo personale per un posto di funzionario in materia di formazione (training/legal officer). La scadenza per le domande è fissata per il 31 gennaio 2009.

L'IDMC è il principale organismo internazionale di monitoraggio che si occupa di persone sfollate a seguito di un conflitto in tutto il mondo.

L'IDMC si occupa del monitoraggio della situazione delle persone sfollate secondo i principi del Diritto internazionale dei diritti umani e del Diritto internazionale umanitario, come riaffermato nei Principi guida sulle persone sfollate, e si impegna per una risposta più concreta ai bisogni di protezione e assistenza di tali persone presso le autorità nazionali, gli stati donatori, le organizzazioni internazionali e altri importanti stakeholders.

Requisiti minimi per l'ammissione sono:

  • un Master in legge, con un'attenzione speciale sul Diritto internazionale dei diritti umani e il Diritto internazionale umanitario.
  • cinque anni di esperienza lavorativa in materia di protezione di civili (incluse persone sfollate) in situazioni complesse di emergenza o di disastri naturali, sia sul campo che presso gli uffici centrali.
  • significativa esperienza di lavoro comprovata in materia di formazione e insegnamento nei confronti di persone adulte
  • conoscenza eccellente della lingua inglese
  • disponibilità per intraprendere missioni sul campo
  • parlare correntemente un'altra lingua ufficiale delle Nazioni Unite è considerato un punto di forza.

Il compenso offerto è compreso tra 80,700 – 88,400 Franchi svizzeri (CHF), a seconda del livello di formazione e dell'esperienza, al quale andranno sottratte la tassazione e le deduzioni sociali.

Purpose of the Position

* Since 1999, the Internal Displacement Monitoring Centre (IDMC) has conducted training activities on the protection of IDPs. Mainly through field-based training workshops, IDMC promotes international standards and policies applicable to IDPs, in particular the Guiding Principles on Internal Displacement, among national and local authorities and civil society organisations, as well as National Human Rights Institutions. IDMC coordinates its training activities with other members of the Protection Cluster Working Group and its Learning Task Force. The training and legal officer is an integral part of IDMC training team and contributes to the planning and implementation of its training activities.

* IDMC monitors the situation of IDPs with regard to their rights under international human rights and humanitarian law, as restated in the Guiding Principles on Internal Displacement, and advocates for an improved response to their protection and assistance needs among national authorities, donor states, international organizations and other relevant stakeholders. The training and legal officer provides the relevant support to IDMC monitoring and advocacy department to ensure that its activities reflect and are in line with a human rights based approach and promote the relevant international and regional protection standards and policies.

* As part of the Protection Cluster Working Group, the IDMC contributes to the development of standards, policies and tools pertaining to the protection of IDPs, according to its expertise and priorities. The training and legal officer is a key resource to enable IDMC to provide adequate and quality input in these developments.

Overall Responsibility

Reporting to the Head of Training and Protection Department, the Training/Legal Officer will be responsible for:

Training (70 %)

* Prepare training workshops on the protection of IDPs, based on IDMC training materials, to be adapted and completed in accordance with learning needs and expectations on the ground.

This task includes:

* Assessment of learning needs and expectations;

* Identification of and contact with appropriate target groups;

* Ensuring political support for the training workshop among national/local authorities, national/local civil society organisations and international agencies;

* Identification of and coordination with appropriate co-organizers locally;

* Coordination of logistical support (invitation, venue, transport, documentation, etc), in cooperation with co-organizers where possible;

* Drafting and finalisation of workshop’s agenda and idenfication of relevant external resource persons for special presentations or sessions;

* Prepare workshop’s budget and ensure implementation.

* Facilitate training workshops, including in countries of internal displacement, in partnership with field-based trainers where possible.

This task includes:

* Take responsibility for the overall conduct of the training workshops;

* Facilitate specific sessions in agreement with other facilitators involved;

* Write workshops’ reports and ensure their dissemination among participants and other relevant institutions.

* Identify relevant follow-up training activities to be developed or promoted by IDMC

* Document and report about outcome and impact of training activities for IDMC quarterly and annual activity reports.

* Contribute to the annual planning of IDMC training activities regarding the protection of IDPs, in consultation with other training partners in the field and at the global level.

* Contribute to the development and updating of IDMC training materials and policy.

* Contribute to the promotion of IDMC training programme among actors responsible for the protection of IDPs at the global and country levels.

Protection (30%)

* Contribute to the annual planning of activities related to legal and protection advice and advocacy work

* Provide legal and protection advisory support to IDMC monitoring and advocacy activities in coordination with the focal point for legal and protection advisory support.

This tasks includes:

* Contribute to the development of necessary policies, guidance tools, and training regarding the legal standards on the protection of IDPs and their relevance to IDMC monitoring and advocacy activities, including the global IDP database, special country reports and other advocacy

documents;

* Contribute to the provision of adequate support to IDMC advocacy and monitoring department with regard to the use of human rights mechanisms for IDMC advocacy;

* Provide regular and updated information on human rights mechanisms calendards, dates of relevant meetings and deadlines for submissions;

* Develop guidance tools for IDMC country analysts for the drafting of submissions to human rights mechanisms and provide necessary support for their implementation (training, review of draft submissions).

* Monitor key developments with regard to the international, regional or national legal framework pertaining to the protection of IDPs and the implementation of the Guiding Principles on Internal Displacement, in coordination with the focal point for legal and protection advisory

support. This task includes:

* Advise head of training and protection department on the relevance, content and format of IDMC’s contribution to these developments;

* Draft briefing notes, reports and any other relevant documents in support to IDMC’s advocacy work regarding legal and policy developments.

REQUIREMENTS

* Master’s degree in law, with a focus on international human rights or international humanitarian law

* Five years of work experience relating to protection of civilians (including IDPs) in complex emergencies or natural disaster situations, in the field or at headquarters.

* Significant proven work experience on training and adult learning

* Excellent written and oral communication skills in English

* Fluency in another UN language is an asset

* Available for missions to the field

The salary offered is in the range of 80,700 – 88,400 CHF annually, depending on education and experience, subject to taxation and social deductions.
