Memorandum Consiglio d'Europa al Congresso dei Poteri Locali e Regionali: “Pace: un diritto per tutti”

Nel corso della 27° sessione del Congresso dei Poteri Locali e Regionali, svoltasi a Strasburgo dal 14 al 16 ottobre 2014, risultano essere 63 i membri firmatari del Memorandum "Pace: un diritto per tutti".

Obiettivo del Memorandum è quello di considerare la Pace come una questione universale di prioritaria importanza, una causa comune che riguarda tutti gli individui e i popoli del mondo. Condannando ogni forma di violenza e tutti i tipi di conflitto, il Memorandum sostiene l’iniziativa del Consiglio diritti umani a favore di una Dichiarazione delle Nazioni Unite sul diritto umano alla pace e condivide la campagna internazionale per il riconoscimento di tale diritto, promossa dal Coordinamento Nazionale degli Enti Locali per la Pace e i diritti Umani, dal Centro di Ateneo per i Diritti Umani e dalla Cattedra Unesco Diritti Umani, Democrazia e Pace dell’Università di Padova e dalla Rete della PerugiAssisi.

Infine il Memorandum riconosce gli Enti locali e regionali come i primi interlocutori istituzionali a diretto contatto con i cittadini e attribuisce loro la responsabilità di garantire una governance democratica fondata sui principi di democrazia, inclusione sociale, tolleranza e pace.

Memorandum "Peace: a right for all"

- We, the undersigned members of the Congress of Local and Regional Authorities of the Council of Europe, deplore the current expressions of violence and open conflicts observed in several parts of the world; we consider that Peace must become a common universal and priority cause and involve the peoples and the individuals at all levels.

- In the respect, we pay tribute to the initiative promoted by the United Nations Human Rights Council which aims at preparing a United Nations Declaration on the Right to Peace as a fundamental right of the peoples and the individuals.

- The local authorities, which are the first institutional interlocutors for the citizens and responsible for the guarantee of a democratic governance based on democracy, social inclusion, tolerance and Peace, have to put City Diplomacy at the service of an increased and reinforced culture of Peace, in order to play a concrete role in the pacification of conflicts and international stability.

- In this respect, we pay tribute to “The Italian coordination of Local Authorities for Peace and Human Rights” initiative which, in cooperation with the Centre for Human Rights and the Chair in Human Rights, Democracy and Peace of the University of Padua, as well as with the Perugia-Assisi march for Peace network- launched an international campaign that aims at supporting the United Nations Human Rights Council initiative by the United Nations of the Declaration on the Right to Peace.

- Convinced by the importance of this commitment to which we will ask our city/region to subscribe officially, and by the role of local authorities in the construction of a society founded on the Human Rights, Democracy and the Rule of Law, we invite the Congress of Local and Regional Authorities of the Council of Europe to fully support the “Italian Coordination of Local Authorities for Peace and Human Rights” initiative, and invite the National Associations of the Local and Regional Authorities to make this initiative known by their members and to encourage its support.
