The International Disability Alliance (IDA) played a leading role at the Fourth International Conference on Financing for Development (FfD4), held in Seville from June 30 to July 3. The event saw active participation from IDA Senior Advisors Matthew Kelson and Juan Ignacio Perez Bello, accompanied by Marion Steff from the European Disability Forum.
During the conference, IDA focused on promoting disability-inclusive development, participating in discussions on crucial topics such as financing social protection, the beyond-GDP agenda, taxation, and human rights. The organization interacted with a wide range of stakeholders, including governments, UN entities, development banks, civil society organizations, foundations, and academics.
A key moment was the side event organized by IDA on July 1, titled "Financing disability-inclusive development: From underinvestment to social justice and growth." The event, co-sponsored by various organizations and governments, featured prominent figures such as the Minister of Planning and International Cooperation of Jordan and the Director for Development Economics and Development Banks at the German Federal Ministry for Economic Cooperation and Development.
During this event, IDA launched the innovative "Inclusive Financing Monitoring Initiative" in collaboration with the UN Global Disability Fund. This initiative, selected as an official outcome of FfD4 under the Seville Platform for Action, aims to monitor, track, and influence financing for disability-inclusive development. The main objectives include:
- Providing technical guidance to governments on integrating disability inclusion in public finance.
- Supporting national statistical offices in applying disability-inclusive data systems.
- Developing policy recommendations to incorporate disability inclusion in international development cooperation.
- Publishing an annual global report.
- Promoting the involvement of organizations of persons with disabilities in financing processes.
IDA also emphasized the importance of integrating the voices and priorities of persons with disabilities in all aspects of the conference, from financing social protection and health to mobilizing resources through effective taxation, from innovative partnerships to development metrics beyond GDP.
IDA's participation in FfD4 highlighted the crucial importance of considering issues associated with disability as an integral part of sustainable and inclusive development. The organization reiterated the need to respect, implement, and measure compliance with the rights of persons with disabilities in all aspects of development financing.
