The position of the Regional Human Rights Ombudsman was created by regional law n. 37 of December 24th 2014.
The Ombudsman has a central role in the protection and promotion of human rights at regional level. It takes up the responsibility and functions of three previously existing regional offices: the Ombudsman, the Ombudsman for children, and the Ombudsman for the rights of people deprived of their liberty.
According to article 1 of law 37/2014, the Regional Human Rights Ombudsman’s main functions are:
a) to guarantee natural and legal person’s rights before public administrations and public services by non-jurisdictional procedures of promotion, protection and mediation of human rights at regional level;
b) to promote, protect and facilitate the fulfillment of children and adolescent’s rights;
c) to promote, protect and facilitate the fulfillment of rights of people deprived of personal liberty.
The Regional Human Rights Ombudsman exercises its functions in full autonomy and independence of judgment and evaluation. It is not subject to any form of hierarchical or functional control. The Office is currently held by Mirella Gallinaro.
