Council of Europe: new report on on hate crimes based on sexual orientation, gender identity, gender expression, and sex characteristics (SOGIESC)

The Council of Europe has released a new report on discrimination and attacks based on sexual orientation, gender identity, gender expression, and sex characteristics (SOGIESC). The report provides 12 recommendations for member states to counter such crimes. These recommendations range from improving the capacity and training of law enforcement agencies to promoting accessible reporting for victims and enhancing the implementation and enforcement of existing legal frameworks. The report, prepared by the CDADI working group on SOGIESC, is part of an annual thematic review process initiated in 2021 to follow up on the implementation of the Council of Europe Recommendation CM/Rec(2010)5 on measures to combat discrimination based on sexual orientation or gender identity.

The report highlights landmark cases from the European Court of Human Rights that have expanded the scope of protection, emphasizing the state's duty to expose biased motives, conduct effective investigations, and shield individuals from LGBTI-phobic threats and violence.

In addition to the report, a document showcasing promising practices has been produced, presenting a wealth of information and practices compiled by experts.

The adoption of this report by CDADI signifies a significant commitment to combating hate crimes and underscores the crucial importance of protecting the rights and dignity of LGBTI individuals. By implementing these recommendations, member states can contribute to creating a safer and more inclusive society for all individuals, regardless of their sexual orientation, gender identity, gender expression, and sex characteristics.
