Justice in Education in the International Community

The author intends to underscore UNESCO’s fundamental contribution to debates and international actions aimed at promoting the right to education established in the Universal Declaration of Human Rights (1948). Following the Jomtien World Declaration on Education for All (1990), a renewed international commitment to democracy in education (basic education for all) involving governments, NGOs and societies at large has been set up. The Dakar Framework for Action adopted by governments (2000) set six broad goals to meet by 2015; the annual EFA Global Monitoring Report, commissioned and published by UNESCO, assesses progress that countries and agencies are making towards the six EFA goals. The 2010 GMR introduced the DME data set, a statistical tool based on data covering eighty developing countries that helps chart the dimensions of marginalisation in education, and therefore provides a resource that can help inform policy design and public debate. As UNESCO always reports, basic education for all is an attainable goal, provided that political leaders make common cause to make the right to education for all a reality.
