Numero Verde Antitratta

The Human Rights Center "Antonio Papisca" under the Convention pursuant to Art.5, CO.6, of D.GLS.April 18, 2016, No.50 and pursuant to Art.15 of Law No.241 of August 7, 1990, for research activities and analysis of the data collected by the Anti-Trafficking Hotline, collaborated:

  • to methodological supervision on data analysis and guidelines;
  • to the optimization and enhancement of the Computerized System for the Collection of Information on Trafficking (SIRIT), so as to ensure the realization of a report with scientifically evidenced data, also according to the new profiles of potential victims of trafficking or severe exploitation.


It is important to give the wealth of data and knowledge acquired through the National Hotline's observatory of trafficking interventions a scientific framework.
Over the years, the City of Venice has developed a long-standing collaboration with the Human Rights Center “Antonio Papisca” of the University of Padua.
Therefore, it was deemed important to produce a publication outlining the activities carried out by the Green Number and Projects to assist and protect trafficking victims, and, based on the data, to make an analysis of the phenomenon.

The Report was prepared within the framework of the Collaboration Agreement signed pursuant to Art. 5, co. 6, of Legislative Decree No. 50 of April 18, 2016, and pursuant to Art. 15 of Law No. 241 of August 7, 1990, between the Municipality of Venice and the University of Padua's Center for Human Rights “Antonio Papisca”.
The Report is part of the activities envisaged by the Management Plan “Anti-Trafficking Hotline for the period 16/ 03/ 2020 - 31/ 10/ 2020 and within the framework of the agreement between the Department for Equal Opportunities of the Presidency of the Council of Ministers, to which the data collection system SIRIT (Sistema Informatizzato per la raccolta di informazioni sulla tratta) (Computerized System for the Collection of Information on Trafficking) belongs, and the Municipality of Venice. The Agreement is aimed at providing a social intervention tool deputed to flank the activities pertaining to the social protection projects at the territorial level provided for by the DPCM May 16, 2016 bearing “Definition of the Single Program of emersion, assistance and social integration in favor of foreigners and citizens referred to in paragraph 6 bis of Article 18 of Legislative Decree No. 286 of July 25, 1998, victims of the crimes provided for in Articles 600 and 601 of the Criminal Code, or who are in the hypotheses referred to in paragraph 1 of the same Article 18.”
The data proposed in this Report are updated as of July 31, 2020. In certain cases, more recent information is used when available.
