Human rights cities in the European Union - practical guide for local authorities

The European Union Agency for Fundamental Rights (FRA) has issued a guide “Human rights cities in the European Union” to support local authorities in making human rights part of people’s daily life.

The guide was designed by the FRA together with a group of human rights cities and various practitioners in the EU. Its main goal is to help local authorities in adopting higher human rights standards and implementing them into the lives of the people they serve. More importantly, it provides practical solutions which can be used as an outline for planning new policies and strategies in order to achieve the objectives that have been set.

The guide is based on the practices and experiences of cities, regions, experts, international organisations and networks that can be found in the FRA report Human rights cities in the EU: A framework for reinforcing rights locally.

Human rights cities’ framework focuses on foundations, structures and tools that are crucial in the process of integrating human rights in a holistic and sustainable way. Therefore, the guide is divided into three parts and gives numerous examples on the city's commitments to human rights, helpful mechanisms and procedures as well as useful methods and resources. Each solution is presented with practical advice on how to implement such practice, examples of existing solutions from different cities or regions and key resources.
