Civil society associations against arms supply to Israel: the legal action against Leonardo and the Italian State

On September 29, 2025, the associations AssoPace Palestina, A Buon Diritto, ATTAC Italia, ARCI, ACLI, Pax Christi, Un Ponte Per, and Dr. Hala Abulebdeh filed an appeal at the Civil Court of Rome, requesting that the arms sale and supply contracts signed by Leonardo with the State of Israel be declared null and void, and requesting the prohibition of  future sales of weapons and military technologies to Israel.

According to the Associations' allegations, the arms sale and supply to Israel carried out by Leonardo and the Italian State is in conflict with:  

  • Article 11 of the Italian Constitution, because Israel systematically uses war as a tool of oppression against Palestinians and also as means of resolving international disputes;  
  • Law n. 185 of 1990, which prohibits the export of armaments to States whose policies are in contrast with the aforementioned Article 11 or whose governments are responsible for violations of international human rights Conventions; 
  • Leonardo’s own Ethical Codes and due diligence instruments. 

This initiative represents one of the firsts legal actions against a private company and a EU Member State that are involved in arms sale and supply agreements with the State of Israel. If the Civil Court of Rome declares the arms supply contracts null and void, Leonardo and the Italian State will no longer be able to provide military support to Israel.

With this appeal, the petitioning Associations are asking Leonardo and the Italian State to take responsibility for the extermination of the Palestinian population and the systematic violation of human rights caused by the IDF and the Israeli Government not only in Gaza, but also in the West Bank and Jerusalem.
