Handbook for the practical use of the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism

European Commission has published a Handbook for the practical use of the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism.

According to the International Holocaust Remembrance Alliance (IHRA), increased use of the definition created the need for guidance and exchange of practices. This document was commissioned by the European Commission and published jointly with the IHRA, with support from the German Presidency of the Council of the European Union. The purpose of the Handbook is to present the IHRA Working Definition of Antisemitism, along with guiding examples, relating it to the contexts of real-world antisemitic incidents and crimes. It illustrates good practices in the application of the IHRA Working Definition of Antisemitism, and provides a checklist for using the IHRA Working Definition of Antisemitism across different policy areas.

The handbook is intended for use by a wide range of actors, including state, civil society, educational and human rights organisations.
