Six special rapporteurs ask for clarifications on the Italian security bill.

The Special Rapporteur on the rights to freedom of peaceful assembly and of association, together with other independent experts dealing with freedom of expression, human rights defenders, human rights and terrorism, migrants and anti-racism, wrote to the Italian government on 19 December requesting explanations on some controversial passages of the Security Decree Bill approved in September 2024 by the Chamber of Deputies and now under discussion in the Senate. The communication was made public on 16 January 2025. The notes of the United Nations experts focus on some provisions that could limit citizens' freedom to express their opinion and demonstrate their protest, especially regarding environmental policies. The new criminal measures against riots in prisons or migrant centers, even if conducted through purely passive forms of protest, are also considered potentially in conflict with human rights norms.

This communication adds to the concerns expressed in recent months by many non-governmental organizations and also by the Commissioner for Human Rights of the Council of Europe.
