Senate of the Republic: Special Commission for the Protection and Promotion of Human Rights in 2025

This article aims to briefly present the work carried out during the year 2025 by the Special Commission for the Protection and Promotion of Human Rights of the Senate of the Republic.

The Special Commission for the Protection and Promotion of Human Rights of the Senate of the Republic was established in 2001, following the experience of the Committee against the Death Penalty (1996-2001). At the beginning of each legislature, the Commission must be established as it is not permanent. Regarding the XIX Legislature (from October 13, 2022), on November 16, 2022, a motion was published
"to establish an Special Commission for the Protection and Promotion of Human Rights, consisting of 20 members in proportion to the size of the [parliamentary] Groups. The Commission elects from among its members the Bureau composed of the President, two Vice Presidents, and two Secretaries"

"The Commission’s tasks include conducting studies, observations, and initiatives and can contact institutions of other countries and international organisations; to this end, the Commission can carry out missions in Italy or abroad, particularly to foreign Parliaments, also, where necessary, to establish agreements for the promotion of human rights or to promote other forms of collaboration."

In 2025, the president of the Human Rights Commission, Stefania Pucciarelli (Lega), visited the "Casa di Andrea" in Rome, which hosts children with serious illnesses and those deprived of housing. Additionally, the Commission met with a delegation of Afghan women leaders from the diaspora, which also included female senators who are members of the Intergroup for Women's Rights in Afghanistan.

The plenary commission met several times during 2025 to address various topics and works:

  • January 16, 2025: hearing with Grazia Panunzi and Beatrice Mariottini from the Italian Association of Women for Development (AIDOS) spoke on the topic of female genital mutilation in Italy.
  • January 21, 2025: Hearing with Laura Renzi of Amnesty International Italy, Edith Olivares of Amnesty International Mexico, and Bibiana Mendoza of the Hasta encontrarte Collective on forced disappearances in Mexico.
  • January 23, 2025: hearing with freelance journalist Ludovica Jona on the topic of restraint.
  • February 6, 2025: hearing with Professor Giovanni Rossi, psychiatrist and president of the Club APDC No Restraint Association, on the topic of restraint.
  • February 13, 2025: hearing with journalist Antonella Napoli on the case of Ambassador Luca Attanasio.
  • February 20, 2025: hearing with Giovanna Del Giudice, psychiatrist and president of the Franco Basaglia Conference for Mental Health in the World Association, on the topic of restraint.
  • February 27, 2025: hearing with Undersecretary of State for Foreign Affairs and International Cooperation Silli to discuss Italian citizens engaged in humanitarian operations abroad.
  • March 6, 2025: hearing with Céline Gherardini and Alessandro Benedetti from the Bahá'í Community in Egypt about the situation of Bahá'ís in Egypt.
  • March 13, 2025: hearing with Marina Pretto, representative of the telematic group on restraint of the Families in Network Association, on the topic of restraint.
  • March 25, 2025: hearing with representatives of Amref Health Africa-Italy on the topic of female genital mutilation in Italy.
  • April 10, 2025: hearing with Simona Lanzoni, vice president, and Marzia Bianchi from the Pangea ETS Foundation, and Aurora Almadori, surgeon, on the topic of female genital mutilation in Italy.
  • May 8, 2025: hearing with Maurizio Borgo, lawyer and president of the National Guarantor Authority for the Rights of Persons with Disabilities, on the topic of protection and promotion of rights and interests of people with disabilities in Italy.
  • May 27, 2025: hearing with Simona Lanzoni and Marzia Bianchi from the Pangea ETS Foundation, on the topic of study projects for young Afghan women in Italy.
  • June 3, 2025: hearing with Laura Renzi, Campaign Manager for Amnesty International Italy, and Dr. Rachna Dhingra, coordinator of the international campaign for justice in Bhopal, on remembering what happened in Bhopal and illustrating its consequences.
  • June 24, 2025: hearing with Mirko Damasco, president of the Salvagente Italia Association, on the topic of first aid for minors.
  • July 1, 2025: hearing with Elena Giovanna Bignami, president of the Italian Society of Anaesthesia, Analgesia, Resuscitation and Intensive Care (SIAARTI), on the topic of first aid for minors.
  • July 8, 2025: hearing with Ginevra Cerrina Feroni, vice president of the Data Protection Authority, on privacy and the impact of artificial intelligence on human rights, starting from the DeepSeek case.
  • July 22, 2025: hearing with members of the National Guarantor for the Rights of Persons Deprived of Liberty: Riccardo Turrini Vita, president, Adv.Irma Conti and Professor Mario Serio.
  • September 23, 2025: hearing with Minister Plenipotentiary Giovanni Battista Iannuzzi, president of the Interministerial Committee for Human Rights.
  • September 30, 2025: hearing with Andrea Andreucci, president of the Italian Society of Emergency Nurses (SIIET), on the topic of first aid for minors.
  • October 7, 2025: hearing with Rosario Valastro, national president of the Italian Red Cross, on the topic of first aid for minors.
  • October 16, 2025: hearing with Andrea Scapigliati, president of the Italian Resuscitation Council, on the topic of first aid for minors.
  • October 21, 2025: hearing with Katerina Angelakopoulou, Veronica Melelli, Enrico Terenzani, Ma Xiuyun, members of the Italian Falun Dafa Association.
  • October 28, 2025: hearing with Roberto Speziale, national president of Anffas, on the topic of caregivers.
  • November 11, 2025: hearing with Sofia Donato from the Network of Family Caregivers Comma 225, on the topic of caregivers.
  • November 25, 2025: hearing with Daniela Aschieri, scientific director of the Progetto Vita and director of the Department of Specialised Medicine and Cardiology of the ASL of Piacenza, on the topic of first aid for minors.
  • December 11, 2025: hearing with Sviatlana Tsikhanouskaya, candidate for the Presidency of the Republic in Belarus in 2020, on the topic of fighting against anti-democratic regimes.

The Bureau, integrated by Group representatives, met:

  • February 11, 2025: Professor Americo Cicchetti, former general director of health planning at the Ministry of Health, was heard on the plan to strengthen palliative care.
  • April 3, 2025: Minister Plenipotentiary Gianfranco Petruzzella, former special envoy for Afghanistan of the Ministry of Foreign Affairs and International Cooperation (MAECI), and Minister Plenipotentiary Alessandra Molina, deputy director general for the United Nations and human rights.
  • June 11, 2025: representatives of the Memorial associations, Centre for Civil Liberties, and Viasna.
  • July 10, 2025:  Filippo Grandi, United Nations High Commissioner for Refugees (UNHCR).
  • July 15, 2025: a delegation of Afghan women leaders from the diaspora.

The main themes addressed by the Special Commission for the Protection and Promotion of Human Rights during 2025 were first aid for minors and restraint.
