European Commission: New Guidelines on Independent Living

The European Commission has adopted and published the Guidelines on Independent Living and Inclusion in Society of Persons with Disabilities in the Context of EU Funds. This document provides guidance to EU countries on utilizing European Funds (2021–2027) to uphold the right of persons with disabilities to live independently and participate fully in society. It aims to ensure the effective implementation of Article 19 (Living Independently and Being Included in the Community) of the UN Convention on the Rights of Persons with Disabilities.
The Guidelines clarify what "independent living" means and what characteristics community-based, residential, and personal services should have in order not to be discriminatory and not hinder the independent living of persons with disabilities. In this way, the Commission also wants to guide the EU Fund implementing bodies at all levels and those implementing EU-funded projects related to independent living activities.
The Commission states that "to make independent living effective, it is necessary to direct investments and resources from institutionalized environments and services towards accessible and non-segregated residential places, towards community-based services and support for persons with disabilities". Therefore, the medical model based on illness and impairment must be overcome, giving way to a model based on human rights and person-centeredness, thus realizing the necessary services.
Consequently, Union funds must support persons with disabilities in transitioning out of institutions and segregated settings, ensuring they access social and health services only in accordance with their wishes and needs.
These Guidelines represent a key initiative within the European Strategy on the Rights of Persons with Disabilities 2021–2030, serving as a valuable tool for implementing the UN Convention on the Rights of Persons with Disabilities.
