1st Thematic NPM Workshop on “The role of NPMs in preventing ill-treatment in psychiatric institutions”, Padua (Italy), 24-25 March 2010

This event is the first thematic workshop which will be organised within the framework of the so-called “European NPM Project”, financed jointly by the Council of Europe and the European Union, and by the Human Rights Trust Fund. The workshop is co-organised with the Interdepartmental Centre on Human Rights and the Rights of People of the University of Padua.
The Council of Europe has developed this Project with the aim to create an active network of the NPMs in Europe to foster peer exchange and provide a forum for cooperation between this network and the United Nations Sub-Committee on the Prevention of Torture (SPT) and the European Committee for the Prevention of Torture (CPT). The ultimate guiding principle is to strengthen the prevention of torture at national level in all Council of Europe member States.
With the intention of beginning with a substantive issue, this first thematic workshop will focus on mental health issues in psychiatric institutions. A theme chosen in accordance to the NPMs’ majority preference expressed during the first European NPM Contact Persons meeting, which took place in Padua on 26 -27 January this year.
The first working session will work this theme from a substantive perspective. The second working session will focus on the methodology and best practices on monitoring mental health issues in psychiatric institutions.
The aim is to explore the specific issues at hand in depth and to openly exchange and discuss the practical experiences of everybody. Members of the SPT and former CPT experts, both medical and law professionals, academics, and practising medical experts, including specialised NPM experts, will all be participating and some will make presentations and will open the floor to an active participation and discussion among the participants.
Working documents and various reference documents, including key normative tests, legal instruments and articles relating to the prevention of ill-treatment in psychiatric institutions are listed below.
