International Day of Democracy

The United Nations, through the adoption of Resolution 62/7 on November 8, 2007, instituted a democratic global paradigm in international endeavors. Consequently, September 15 was designated as the International Day of Democracy, affording an occasion to scrutinize the status of democracy worldwide.

Democracy and human rights are closely linked, their relationship is captured in article 21(3) of the Universal Declaration of HumanRights, which states:

“The will of the people shall be the basis of the authority of government; this shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.”

The theme for International Day of Democracy 2025 is “Ensuring effective governance of AI at all levels.” This year’s focus highlights the growing importance of Artificial Intelligence in shaping democratic processes and governance worldwide. The theme underscores the need for comprehensive strategies to harness AI’s potential while mitigating its risks to democratic institutions and practices.

UN Secretary-General António Guterres emphasised in his message that while AI has the potential to enhance public participation, equality, security, and human development, it also poses significant challenges if “left unchecked”. He warned that unregulated AI “could have serious implications for democracy, peace, and stability”. 
In light of this, the High-Level Advisory Body on Artificial Intelligence has produced a report with recommendations on maximising AI benefits while addressing potential risks, stressing the importance of effective AI governance at national and international levels.
